Leixlip man receives ‘Building on Quality Award’ for his involvement with ‘Marine Institute HQ’ new build project
The Institute of Clerks of Works held its 9th Building on Quality Awards Luncheon at Wimbledon’s All England Lawn Tennis Club, London on Thursday 22nd November 2007. Principal Guest - Tony Bingham, Barrister and Arbitrator gave an encouraging address before presenting the Awards.
Awards were made in three categories – Civil Engineering, Refurbishment and New Build.
Les Howard MICW of Leixlip, Co. Kildare, Ireland, was runner-up in the New Build category for his involvement with the Marine Institute Headquarters, Renville, Oranmore, Co. Galway, receiving a “Highly Commended” award, his third in consecutive competitions.
With 22 short-listed entries from all over Great Britain and Ireland, a team of senior members of the Institute of Clerks of Works visited and judged Les’s Project. There were a total of eleven entries in the New Build category making it the most hotly contested and difficult section to judge.
Chairman of the judges, Meredith Whilden said; “The quality of the projects short listed this year has been higher than ever before, which made choosing the winners even more difficult, the standard was so close that is took myself and my fellow judges over two hours of deliberations. “Les Howard is a Clerk of Works whose knowledge and enthusiasm is highly praised by the Architectural team who were involved with the project. He has advised the team on matters of design which needed modification to achieve the desired high quality finished product.”
The overall winner (who also received the Award for winner in the New Build Category) was Mr Robert Gilliland MICW from Craigavon, Co Armagh, Northern Ireland for his involvement with Dundonald Primary School in Belfast.
Winner in the Civil Engineer Category went to Mr Francis Tunney MICW of Folkstone, Kent for his work on Heathrow’s Terminal 5 Multi Story Car Park and Mr Tony Smith FICW of Rhondda Cynon Taff, Mid Glamorgan was the Winner in the Refurbishment Category for his involvement with the Conservation of Cardiff Castle.

The Institute of Clerks of Works has, for the past 16 years conducted biennial awards that recognise the skills and abilities of Clerks of Works (or those of similar calling) within the construction process. Working primarily for the client, it is their knowledge and diligence that ensure, through rigorous and detailed inspection and reporting, that value for money in terms of both materials and workmanship is achieved.
Unlike many awards schemes, our concern is the promotion of both the need for the role and its relevance to the modern construction industry.
The Institute of Clerks of Works (ICW) was formed in 1882 and Incorporated in 1903, and represents the professional and technical interests of Clerks of Works (and those of similar and equivalent duties) worldwide.
